Strategic Medical Warehouses

As part of Egypt’s national vision to ensure medical and supply chain security, the Strategic Medical Warehouses Project is being implemented by the Egyptian Unified Procurement Authority (UPA) in collaboration with the Armed Forces Lands Projects Agency, Ministry of Defense and War Production and the Sovereign fund of Egypt. The project represents one of the State’s flagship initiatives to build a resilient, technology-driven logistics system that guarantees sustainable access to medicines, medical supplies, and devices nationwide.

Project Objectives

  • Establish a national, fully integrated system for the storage, management, and distribution of medicines, medical devices, and consumables in accordance with the highest international standards.
  • Enhance efficiency and responsiveness in Egypt’s medical supply chain and ensure the availability of essential health products across all governorates.
  • Strengthen national preparedness and resilience to health emergencies and crises.
  • Enable digital integration with UPA’s centralized procurement and electronic traceability systems.

Scope and Locations

  • The project comprises six main strategic warehouses geographically distributed to serve all regions of Egypt: Cairo, Alexandria, Delta, Upper Egypt, Canal Zone, and Sinai.
  • The Administrative Capital warehouse represents the first and central model within the nationwide network. 

Capacity and Technical Specifications

  • Warehouses are designed in line with Good Storage Practice (GSP) standards.
  • Implementation of a comprehensive ERP-based digital management system, directly integrated with UPA’s national databases.
  • Equipped with advanced monitoring and control systems — including automated temperature and humidity regulation, central surveillance, and full product traceability.
  • Each warehouse is estimated to accommodate around 40,000 standardized storage units, covering pharmaceuticals, consumables, and medical equipment. 

Cost and Funding

  • The project is fully funded by the Egyptian government as part of the national health infrastructure development plan.
  • The total investment for the first phase is officially estimated at over USD 162.75 million, covering construction, equipment, and digital management systems. 

Implementation Timeline

  • Construction began in 2022 as part of the first phase.
  • As of late 2024, over 70% of construction and equipment work for the Administrative Capital warehouse has been completed.
  • Full completion is planned for 2025, under the supervision of the Armed Forces Engineering Authority.
  • The official opening of the Administrative Capital warehouse is planned for Feb. 2026 

Strategic Impact

  • Establishes a national model for medical logistics efficiency and resilience, ensuring uninterrupted access to essential supplies.
  • Enhances Egypt’s emergency response capacity and operational readiness in public health crises.
  • Contributes to Egypt’s digital transformation agenda in healthcare supply management.
  • Positions Egypt as a regional reference model for strategic health warehousing systems in Africa.
