The Unified Procurement Authority (UPA) was established under Law No. 151 of 2019, with its executive regulations issued by Prime Ministerial Decision No. 777 of 2020, operating under the Presidency of the Council of Ministers.
UPA leads Egypt’s healthcare supply-chain modernization by ensuring that all public-health entities have equitable access to high-quality, cost-efficient medical products and technologies.

Guided by equity, solidarity, transparency, and efficient resource allocation, UPA contributes to achieving the goals of Egypt Vision 2030 and UN Sustainable Development Goal 3 – Good Health and Well-Being.
UPA also plays a pivotal role in localizing Egypt’s medical and vaccine industries, co-leading the Egyptian Vaccine Manufacturers Alliance (EVMA) under the National Strategy for Vaccine Manufacturing Localization (2024 – 2030) — advancing technology transfer, workforce development, and regional health-security leadership.
